Government Funding Support for Biotechnology

GOVERNMENT DEPARTMENTS

Several Government Funding Agencies offer various types of research grants, fellowships through soft loans or equity, to conduct research in various field of biotechnology and commercialize indigenous biotechnologies.

Under the aegis of the Ministry of Science and Technology, Government of India, fall three major departments, each with its own mandate and funding programs. These are:

  • Department of Science & Technology (DST)
  • Department of Biotechnology (DBT)
  • Department of Scientific & Industrial Research (DSIR)
Department of Science & Technology (DST)

The DST was established in 1971 with the objective of promoting new areas of Science & Technology and plays an important and central role in organizing, coordinating and promoting science and technology in the country.

Department of Biotechnology (DBT)

Way back in 1986, the Government of India set up the DBT to give impetus to the development of modern biology and biotechnology in India. Since then the DBT has actively promoted and accelerated the pace of biotechnology by providing adequate infrastructure facilities.

Department of Scientific & Industrial Research (DSIR)

The DSIR has a wide mandate to encompass the support of project, which promote trade in technologies, showcase Indian R&D and technology capabilities in the country or abroad, to promote collaborative R&D and technology development projects etc.

FUNDING PROGRAMMES OF DST, DBT & DSIR

TDB - Technology Development Board

The TDB, created in 1996, manages the Fund for Technology Development and Application. It invests in equity capital or gives soft loans to industrial concerns, cooperatives and other agencies, which are involved in the development and commercial application of indigenous technology, or adapting imported technology to wider domestic applications.

TIFAC - Technology Information Forecasting & Assessment Council

TIFAC is an autonomous organization under the DST. It aim is to keep a technology watch on global trends, formulate preferred technology options for India, promote key technologies and provide information on technologies.

HGT - Home Grown Technologies

· Falling under the ambit of TIFAC , the Home-Grown Technology Programme aims to give financial., techno-managerial and patent related support to deserving technology development projects for pilot operations or/and significant improvement to existing.

PATSER - Program aimed at Technological Self Reliance

The aim of PATSER is supporting industry for technology absorption, development and demonstration. It also helps builds indigenous capabilities for development and commercialization of contemporary products and processes of high impact PATSER also attracts the involvement of national research organizations in joint projects with industry.

TePP - Technopreneur Promotion Program

This program, jointly operated by DSIR and DST has for its mandate the tapping of the vast existing innovative potentials of Indian entrepreneurs, to assist individual innovators to become technology based entrepreneurs and to assist in networking and forging links for the commercialization of their developments.

RDI - Research & Development by Industry

The RDI main area of focus is the recognition of in-house R&D units in industries, recognition of Scientific & Industrial Research Organizations and giving fiscal incentives for Scientific Research.

SEETOT - Scheme to Enhance the Efficacy of Transfer of Technology

SEETOT gives support to Technology Acquisition and Management. Two important aspects of the scheme are:

i. National Register of Foreign Collaborations(NRFC)
The major objective of the scheme is to facilitate acquisition and management of technology in the country more efficiently.

TATT objective is catalyzing Technology Intensive Export Efforts of Industry/R&D through Grants & Technical Assistance.
